Is 85% achievement failure or success?

On the Government Opportunities website the following quote interested us from a deficit/appreciative analysis point of view. “Several public authorities have failed to meet the requirement to reduce the time they take to respond to Freedom of Information (FOI) requests, the Information Commissioner’s Office has announced.
